Defense

The U.S. government spends about 16 percent of its budget on defense, down from around 50 percent in the early '60s. The number of active-duty troops has dropped by about one-third since the end of the Cold War. Here are the positions of the major presidential candidates on defense issues.

Bill Bradley
  Bill Bradley (Democrat)
Says the nation must reevaluate its military policies and eliminate weapons systems unnecessary in the post-Cold War era. Has said the defense budget should not be increased. Voted repeatedly in the Senate for various defense spending cuts, including budget reductions for F-18 fighter and B-2 stealth bomber programs. Has supported various international arms reduction efforts. Believes gays should be allowed to serve openly in the military. Supported American actions in Kosovo, though he had "serious questions" about a lack of an exit strategy.

Al Gore
  Al Gore (Democrat)
Advocates a strong national defense and says he does not shy away from the use of military force when necessary. Supports Bill Clinton's proposal for a long-term, sustained increase in defense spending. At the same time, has supported numerous international arms reduction efforts. Helped initiate a major U.S.-Soviet missile reduction plan while in Congress. Voted in the Senate against proposed funding cuts for B-2 bombers and nuclear submarines, but supported a 1993 defense spending cut for small weapons projects. Fully supported U.S. actions in Kosovo.

Gary Bauer
  Gary Bauer (Republican)
Calls for an increase in the defense budget of at least $50 billion over the next six years to update technology and add personnel. Has criticized the Clinton administration for going too far with defense budget cuts. Wants to abandon the Anti-Ballistic Missile Treaty with Russia, which forbids a national defense system, and supports deployment of national and theater anti-ballistic missle defense systems. Favors expanding NATO. Opposed U.S. bombing of Yugoslavia, saying president failed to make the case for American involvement.  

George W. Bush
  George W. Bush (Republican)
Calls for amendments to the Anti-Ballistic Missile Treaty that would allow the U.S. to deploy national and theater anti-ballistic missle defense systems. Has said the agreement should be abandoned if Russia will not agree to such changes. Calls for a review and restructuring of the American military, including reevaluations of all current overseas troop deployments. Wants to increase by $1 billion the currently planned military pay raise and increase defense research and development spending by $20 billion over four years in order to develop more technologically sophisticated weaponry. Supported U.S. actions in Kosovo, but questioned lack of an exit strategy.

Steve Forbes
  Steve Forbes (Republican)
Wants to halt reductions in military spending, modernize U.S. defenses and increase military wages. Has criticized defense budget cuts and military demobilization under the Clinton administration. Calls for deployment of an anti-ballistic missile defense system. Generally supported U.S. actions in Kosovo, but would have removed restrictions on use of air power against the Serbs and would have armed the Kosovar Albanians.

Orrin Hatch
  Orrin Hatch (Republican)
As senator, voted for President Reagan's "Star Wars" Strategic Defense Initiative, voted for continued nuclear weapons testing and voted in favor of a ban on chemical and biological weapons. In 1998, voted against further military base closings. Supported U.S. actions in Kosovo, including air strikes, saying a stable Europe is in the American national interest. Advocated bombing Serbia in 1992 during the conflict with Bosnia.

Alan Keyes
  Alan Keyes (Republican)
Opposed U.S. actions in Kosovo, calling the NATO strategy "terrorism." Supports use of missile strikes against terrorists abroad. Is opposed to women in combat.

John McCain
  John McCain (Republican)
Would redirect defense spending away from "Cold War relics and parochial problems" and toward weapons modernization, training, compensation and improved sea-lift capabilities. Would increase active duty pay and retirement benefits to help the armed forces' morale and retention problems. Has advocated more base closings, saying $4 billion could be saved. Would discard Anti-Ballistic Missile Treaty and further develop U.S. missile defense system. Supported U.S. intervention in Kosovo, and, earlier, in Bosnia.


  Pat Buchanan (Reform Party)
Would "retrench and rearm," returning most U.S. troops from abroad. Believes U.S. should avoid foreign interventions not affecting the nation's vital interests and would "isolate America from all the bloody territorial, tribal and ethnic wars." Supports national missile defense system and opposes the nuclear test ban treaty. Favors increase in pay for servicemen, but would end use of military as "social laboratory." Opposed U.S. intervention in Kosovo, saying American bombing was "an illegal war on Serbia."
