Test ban treaty

Here are the positions of the major presidential candidates on a nuclear test ban treaty.

Bill Bradley
  Bill Bradley (Democrat)
Supports passage of a multilateral nuclear test ban treaty. Criticized the Senate's defeat of the Comprehensive Test Ban Treaty and has promised to request that Congress reconsider the bill. Voted against nuclear weapons testing while in the Senate.  

Al Gore
  Al Gore (Democrat)
Supports passage of a nuclear test ban treaty. Has made curbing the spread of nuclear weapons one of the top priorities of his political career. Criticized the Senate's defeat of the Comprehensive Test Ban Treaty and has vowed to fight for its approval. Called on other nations to refrain from testing and move toward ratification of the agreement.  

Gary Bauer
  Gary Bauer (Republican)
Opposed the nuclear test ban treaty.  

George W. Bush
  George W. Bush (Republican)
Supports a continued moratorium on nuclear testing, but opposed the Comprehensive Test Ban Treaty. Favors creation of a national missile defense system and calls for a military budget increase of $20 billion over five years.  

Steve Forbes
  Steve Forbes (Republican)
Opposses any limitations on U.S. nuclear testing, including the Comprehensive Test Ban Treaty, which he said would compromise national security. Favors periodic U.S. underground nuclear testing, which he feels is crucial for maintenance of the country's nuclear arsenal.  

Orrin Hatch
  Orrin Hatch (Republican)
Supports controlled U.S. nuclear testing and voted in the Senate against the Comprehensive Test Ban Treaty, which he said would compromise national security. Has said a test ban can be considered only when a reliable method has been established to verify the reliabilty of the nation's nuclear arsenal without detonation of warheads.  

Alan Keyes
  Alan Keyes (Republican)
Opposed the nuclear test ban treaty. Favors cutting funds for nuclear disarmament programs.  

John McCain
  John McCain (Republican)
Supportive of arms control, including such measures as the START Treaty and the Chemical Weapons Convention, but voted in the Senate against the Comprehensive Test Ban Treaty, which he called flawed and premature. Said he will endorse a test ban treaty when technological capabilities and the international political climate warrant.  


  Pat Buchanan (Reform Party)
Opposed the nuclear test ban treaty.
