USTIN - George W. Bush and his wife, Laura, paid $449,827 in taxes on 1999 income of $1.6 million, according to documents released yesterday by Bush's campaign.

The couple reported reported $546,380 in capital gains, $781,051 in interest payments, and $86,691 in dividends from various investments. Bush also included $130,000 in advance book royalties from ''A Charge to Keep,'' a campaign book he coauthored last year; and $86,691 in wages from his job as governor of Texas.

The governor's post pays $115,345 a year, but Bush gave up pay for those days that he was on the road campaigning for the presidency.

The Bushes gave $210,165, including the book royalties, to various charities.

They reported no medical expenses or home mortgage interest payments. The Bushes bought a 1,500-acre ranch last year in Crawford, Texas, just west of Waco, but did not borrow to finance it.

Their 1999 income was far below the $18.4 million they reported the year before, most of it representing long-term capital gains from Bush's cashed-out investment in the Texas Rangers baseball team.
