Congressmen reap more donations, but spend less

ASHINGTON - More than half of the Massachusetts congressional delegation collected funds at a faster clip in the second quarter of 2000 than in the first, as the state's Democratic incumbents stepped up their re-election bids, the latest election records show.

Seven of the delegation's 12 members - Senators Edward M. Kennedy and John F. Kerry, and Representatives Richard E. Neal, Barney Frank, James McGovern, Martin T. Meehan, and J. Joseph Moakley - collected more campaign contributions in the three-month period that ended June 30 than during the first quarter. However, many Massachusetts members spent less on their campaigns during the second period.

Candidates are required to file the contribution documents every three months with the Federal Election Commission. The latest reports cover fund-raising activity from April 1 to June 30.

Among those collecting more donations than before is Kennedy, who received $801,142 in the three months ended June 30, compared with $674,417 in the first quarter. The seven-term Democrat's spending fell in the second quarter to $401,991 from $533,269 in the first quarter. Kennedy ended June with $4.1 million in his war chest.

According to his spokesman David Wade, Kerry collected $540,000 in the second quarter.

Neal, of Springfield, collected $168,064 in the second quarter, a leap from the $16,300 he collected in the first quarter. His spending fell, however, to $31,784 from $55,129.

Meehan's war chest also deepened. He raked in $137,057 over the three-month period, compared with $33,666 the Lowell Democrat raised in the first three months of 2000. He kept $1.6 million in his war chest.

Frank raised $91,303 in the second quarter, up from the $67,429 he collected in the first quarter. Frank, a Newton Democrat, spent $25,892 and ended June with $119,287 in his coffers.

McGovern, a Worcester Democrat, collected $120,955 in the second quarter, up from $100,024 he raised in the first quarter. His total war chest weighed in at $343,269.

Moakley, of South Boston, collected $184,811 in the second quarter, up from $89,250 he received in the first quarter. Moakley had $504,302 in reserves.

Other lawmakers, however, collected donations at slower paces. Michael E. Capuano of Somerville raised $43,931 over the period, compared with the $116,362 he raised from Jan. 1 to March 31. fEdward J. Markey of Malden raised $5,695 in the second quarter, a drop from the $67,505 he raised in the first quarter.

John W. Olver of Amherst received $118,134 in the second quarter, down from $150,336 his campaign collected in the first three months. Representative John F. Tierney of Salem reaped $90,080 in the second quarter, down from $125,539 in the first quarter.
