Democratic platform highlights
Associated Press, 08/14/00 Highlights of the Democratic platform being ratified at the party's national convention Tuesday:ABORTION: Abortion rights are "fundamental constitutional liberty" and abortion should be available regardless of a woman's ability to pay. Opponents are welcome in the party. AFFIRMATIVE ACTION: Notes Al Gore has opposed rolling back affirmative action. BUDGET: Balance budget every year, barring national emergency, and pay off publicly held national debt by 2012. CRIME: Toughen penalties for selling drugs near schools and for using children to sell drugs. DNA testing for death row inmates when "appropriate." Notes Gore's support for death penalty and for constitutional amendment on rights of crime victims. DEFENSE: Develop technology for a "limited" national missile defense. EDUCATION: Affordable preschool for all children, higher teacher salaries, higher standards for teachers, students and states, triple number of charter schools, let more parents choose from among public schools. No vouchers for private education. ENVIRONMENT: Tax credits for state and local bonds to preserve open spaces, create parks, improve water quality. No oil drilling in Arctic National Wildlife Refuge or coastal California or Florida. Ratify Kyoto protocols on global warming. GAY RIGHTS: "We support the full inclusion of gay and lesbian families in the life of the nation. This would include an equitable alignment of benefits." No mention of gays in the military. HEALTH CARE: Guarantee affordable health care for all children, expand Medicaid to help people move from welfare to work, add Medicare drug benefit, let people aged 55 to 65 buy into Medicare. LABOR: Improve unemployment insurance benefits. Toughen penalties against employers who interfere with union organizing. IMMIGRATION: Keep family reunification the main principle of immigration. Increases in visas for skilled workers should only be temporary and should come with higher fees to be used for U.S. worker training. Restore "essential benefits" for legal immigrants. More bilingual and English language training in schools. English is "our common language." INTERNET: Let Internet users know how personal information is being used. No position taken on extending moratorium on new Internet sales taxes. MINORITIES: Appoint commission to "examine the history of slavery, discrimination, and exclusion suffered by all minorities," report on the "continuing effects" of that and make recommendations. RETIREMENT: Match people's contributions to private retirement accounts with government tax credits. No privatization of Social Security. TECHNOLOGY: Expand research and development tax credit and make it permanent. TAXES: Tax breaks for college saving, child and elderly care, job training. "Eliminate the marriage penalty." TRANSPORTATION: Support for high speed rail and for "new grants to Amtrak and the states" for passenger rail. TRADE: President should have congressional authority to negotiate trade agreements. Agreements "should include worker rights, human rights, and environmental protections." Says "globalization is neither good nor evil. It is a fact -- and we have to deal with it." |
