Bordered by: Surface Artery, Atlantic Avenue, State Street, Milk Street. Adjacent to New England Aquarium.

Master plan calls for: Visitor-oriented civic plaza with water feature and amusement features.

Other plans: The Artery Business Committee plan calls for a water park and harbor orientation center.

Zoning: Recreation Open Space Subdistrict. Open space, cultural, retail and restaurant uses are allowed.

Notes: This parcel links to the New England Aquarium. The master plan envisions "a vibrant, destination open space with a strong cultural and interpretive focus that is a complement and forecourt to the waterfront." It is along Parcel 15 that the Artery Tunnel is closest to the surface. It must squeeze over the Blue Line subway tunnel, and its roof is nearly at ground level.
