Campaign finance reform

Individuals can donate up to $1,000 to a candidate's primary campaign, and again for the general election. For political action committees, the limit is $5,000. Corporations, lobbyists and unions can give parties unlimited "soft money," which cannot be spent directly on candidates. Candidates who do not take federal matching funds are exempt from spending limits. Here are the positions of the major presidential candidates on campaign finance reform.

Bill Bradley
  Bill Bradley (Democrat)
Would ban soft money contributions to national parties and prohibit state party committees from spending soft money to influence federal elections. Wants to increase taxpayer financing of elections and require all broadcasters to give candidates free air-time. Would provide 2-1 matching funds for contributions up to $250 for primaries and public financing for general elections. Once favored constitutional amendment to strip freedom-of-speech protections from political money.

Al Gore
  Al Gore (Democrat)
Wants to ban soft money and increase taxpayer financing of elections. Would require TV networks to give candidates free air-time. Has refused money from PACs throughout his career. After 1996 election, admitted he had made fund-raising calls from his White House office despite federal laws against fund-raising on federal property. Acknowledged he knew a 1996 event he attended at a Buddhist temple was a fund-raiser.

Gary Bauer
  Gary Bauer (Republican)
Wants to ban soft money and raise the individual contribution limit. Has urged candiates to stop taking contributions from the entertainment industry.

George W. Bush
  George W. Bush (Republican)
Would ban soft money, raise the $1,000 limit on individual contributions and require full disclosure. Has become the first presidential candidate to raise more than $50 million and is now refusing federal matching funds.

Steve Forbes
  Steve Forbes (Republican)
Would allow soft money and raise or abolish caps on personal contributions to campaigns, with full disclosure. Refuses federal matching funds and PAC contributions.

Orrin Hatch
  Orrin Hatch (Republican)
Wants to allow soft money and increase disclosure.

Alan Keyes
  Alan Keyes (Republican)
Favors removing all limits on contributions and spending and requiring full disclosure.

John McCain
  John McCain (Republican)
A leading proponent of campaign finance reform, has tried for four straight years to get the Senate to pass legislation banning soft money and restricting outside groups from running ads to support specific candidates.


  Pat Buchanan (Reform Party)
Favors limiting contributions to $1,000 in primary and general elections and supports a ban on corporate donations to national parties. Wants to prohibit PACs from giving to candidates for federal office and to national party committees. Would require 75 percent of campaign funds to come from a candidate's own state or district.
